The only "issue" with the fact that it straddles 2 regions is that the builder must have rights to both in order to construct their winning design. We've already accounted for all of the necessary rights, including the creation of an independent cuboid strictly for the spleef area(s).
 
Well, it seems like a lot of us entrants already have rights to one or the other, so it shouldn't be too hard to deal with that.
