I found a possible solution to the xp orbs being a lag hazard.

This plugin will makes it so xp orbs will not drop when a player dies, but mobs will still drop xp. I don't know if this is what you're looking for, but it's worth taking a look at.

Still a bunch of issues around experience. Not mainly the experience itself now but the problems with enchantments and repairing items along with the mob farms that people have.

If anything, this would be the plugin to go with, IMHO.
Still doesn't fix the enchantments problem
