Just a question about some land claims

I was trolling around Cedar City on the World Map, planning very far-in-the-future plans, and couldn't help noticed that there were 2 empty land claims next to mine, both owned by a member offline for 2 months. Not that it's any of my business, but uh... yeah.

For staff: Would there be a way to get past that in the case for future need? I'm not saying that I need it, just wondering if it would be possible if the need arose, as this helps me plan what I'm doing.

You can currently build on over 30 plots, 5 of witch you own. At 5 plots you already have more plots than 99.2% of our land owners. You would need to have one hell of a build planed before we would even think of giving you more.

What I'm saying Nineteen, is that if the time ever came that I NEEDED to have them, could it be done?

And I think that I'm on claim #6 now And also, yes, I have a very big hell of a build planned. One claim alone is housing just the port/industry part of CC. I'm still filling up 2 more with skyscrapers. 2 more claims that are free around mine are being eyed to have cargo boats in the water. My build is planned to take up at least 3 more claims, one of which is already available for me when the need comes. I won't post for the other 2 until I'm done with the Airport and the skyscrapers. Alien and Yenn already know that this build is a big one.

But again, my question is if those other plots could ever become available? I've always wondered that because of how some abandoned builds just leave eyesores sometimes.
