1.3 Lagg (Requesting Server Restart)

Quite resently a few people and me have been getting quite some bad lagg spikes (Block Lag, Chat Lag ect) and i was wonderinf if a server restart could fix these issues.

Its not my client because i have reinstalled, using new login app and not using any mod/texture packs.

If it does not reslove the problem, i dont know what to do but wait for NOTCH to do somthing about this lagg issue within 1.3 :(
 
lag and other things like blocks not breaking when people logout. its all lag from 1.3 and i dont believe that a server restart will fix anything..
 
The server is definately capable of keeping everything running the best possible, MrJangles makes sure of that :) ! Any of that lag comes from Buckit or Minrcraft itself, like Fluffy mentioned.
 
Suggestion: Stop mining for a sec once someone joins or leaves.
