if you're looking for a solution in the meantime I believe (don't quote me on this) that refined's chat mod allows you to mute all chat from a specific world in the same way /mw mute used to function. Also if you think there's some specific users who are regularly a problem, feel free to post up a report and we'll see what we can do.
