Disable disguises in arena

Hey guys,

Just a suggestion... Disable disguises in the arena. It is crazy annoying as it is much harder to see and hit disguised players. This is considerably unfair to non-donators who can not use disguises.

It was an oversight on permissions and not switched over from civ.
Shouldn't be able to disguise in the arenas now.
