Enchanting in factions?

Perhaps a silly question: can we enchant in factions? I mean, I'm guessing not because we don't get experience points.... but I've heard of people with enchanted items...

Enchanting is disabled as xp-orbs can (most of the time they should be fine) cause lag, especially when people build xp farms, which is usually inevitable when enchanting is enabled.

It also makes battles between players fairer, as the people who have been playing on the server for a longer time will have more experience, and therefore access to better enchantments, while newer players start out with diamond tools and a wooden shovel.

The way the people who have enchanted tools and weapons get those tools and weapons is via rare drops, every so often, mobs drop special items. And sometimes those rare drops happen to be enchanted items, here's a quote of the wiki page about it:
Rare drops have a 2.5% chance of occurring when a monster dies, and, when possible, a 20% chance of being enchanted rare drops. Using a weapon with the Looting enchantment increases the chance of a rare drop by 0.5% per level, and also increases the chance of enchanted weapons (up to 50% with Looting III).

Each monster has a separate list of possibilities for enchanted rare drops and non-enchanted rare drops. Within each list, all items are equally likely.

When items are enchanted, the enchantment is chosen in the same way as using an Enchantment Table with a cost of 5 levels. It is possible to get multiple enchantments. This means that the following enchantments may occur on golden swords:
■ Sharpness I–III
■ Smite I–IV
■ Bane of Arthropods I–IV
■ Knockback I–II
■ Fire Aspect I–II
■ Looting I–II

and the following enchantments may occur on Bows:
■ Power I

Since you can't use golden enchanted swords (due to the fact that they only drop from zombie pigman) The only item you can get are bows. A power bow can kill a creeper in 2 hits, instead of the usual three, if you wanted a reference.
