How can i join a region?

I was wondering cause i saw the post in the must read but i wasn't sure.
Do I have to claim land from that region 2 join it?
 
Follow both those links and you'll be pretty much set.
If you're looking to just make a claim then lukesters help will be of more use, but obviously reading through the rules thoroughly will help you to stop 'accidently' breaking them and ending up with a warning/ban.
