I'd like to address the issue of gameplay. Fly screws up the very nicely balanced economy that is on this server. With it, players can zoom through caves, shoot from tree to tree, chopping each one with lightning speed, or greatly speed up farming or other type of resource gathering.
This server has a fixed economy, meaning that prices are fixed, mostly according to how rare each item is (supply/demand). I won't go into the economics, but if suddenly each player can gather resources much quicker, it tips the scales. In a normal economy, prices would go down. In a fixed economy, it screws everything up because players now can gather resources quicker and sell them, making more caps in a certain time versus doing it without fly. Players then have more money, and since the prices in the shop don't change, it means that players get, say, 4000 caps, for doing only 2000 caps' worth of work.
It is unfair to those of us who are vanilla and don't use fly.
I say we undo the changes and leave fly where it belongs, in Creative.

This is not entirely a realistic view on the economy, as the fly is limited to build and historic. In these worlds you are only able to farm inside your own claim, and these claims have limited and non-renewable ressources (with the exception of wood).
Let's say you have a major cave beneath your plot with ressources worth an estimated 2k caps. Yes, these ressources will be faster to gather, but considering how much time a cave takes to explore, you do not win much more than 10 minutes (I'm thinking 60 minutes without fly and 50 with fly, as you still have to stop and land to dig. Also remember that you already can sprint all over the cave, without the need of food). And after this cave is emptied, you would need to strip mine through the rest to get the last ressources, which won't be faster with fly anyway.

After you have emptied your whole plot (hypothetically), you will need to go to PvE or Nether to get ressources. There you can not fly either way. I personally know that more than 95%-99% of my assets come from PvE/Outland.
So from an economic point of view, I do not see that enabling fly would have any major effect.

TL;DR:
As you only can dig on your own plot, fly will help you search through caves on your plot, and that's basically the only place where fly, from an economicical point of view, would have an impact.
 
I think we should turn off fly in historic as that was what it was in the beginning. And new members can't complain about that because nobody can claim land in historic anymore anyway, so they don't need it.

I think fly should stay on in historic. There's a lot of great builds in there and having fly would make it much, much easier to look at them, as we can go to them faster, explore the exterior of taller buildings, etc. Plus the people who still use historic could just not turn on /fly if they feel THAT bad.
 
Also, remember when /fly first came out and you had to pay for it? No one wanted it then, but now it's become part of MCA. Surely free fly will be just the same.

I'm about the only guy left that has an on-going major project in Historic, so suffice to say I completely reject this notion. ;) If people can't claim land in Historic any longer, than that's an even bigger argument to say there's no harm in having it available there then. Historic is primarily a visitor's world now. Fly makes even *more* sense in a place basically considered a museum now. If I were a new guy visiting the server seeking to check out builds, I wouldn't get my money's worth traveling the interstates. Fly makes the viewing potential of old server relics far more easy and enjoyable.

Also, addressing the point of fly affecting the economy, there is no evidence of that ever occurring. Fly has been available for around a year now with no such consequences (thinking of weasel's points here).

I agree with Cheezy because who wants to walk/sprint for like 1 hour just to look at a structure. It would be much easier and faster if fly stays so everyone has a chance to see what great builds historic has.
 
I think we should have free fly for build because most larger projects are a lot easier with fly
