/tpa timeouts

Hey earlier today I notcied tp's seemed to time out quicker, I kinda realized this earlier, but didn't take note of it until today, so I looked harder and noticed that tp's now timeout after 30 seconds.
Is this accidental? Or for a reason? And if it's for a reason, why?
 
The timeout can be quite annoying, but it's there so people don't abuse it and tp people to War and kill them.
Although the timeout could be a bit longer IMO.
