What's the best way to build a horse racing track so others can use?

I'd like to create a racing track (a reproduction of the Rainbow Road track in Mario Kart - but with horses) but I have some technical questions to ask before I invest much time on the project...

I started the track in Creative, but it turns out I'm not able to spawn horses there... Would the best place to create one be on a build plot? Would there be a way to do it without granting perms to riders? (other players could ride a horse but not kill it). What are the can do's and can't do's of a project like this?
 
I do think the best place for animals is Build world, animal spawns are off in Creative, although there are a few protected animals from the original map there.

I'll look into this and discuss with alien to see what the possibilities are here.
 
Jeffharper and I myself have horse-race tracks in build. Ask me ingame and I can tp you to mine.
