You start with 50 caps 100 is way too little. If you are going to sell spawn eggs I would say 100,000 caps.

By which I mean the ability to "own" a limited number of animals and have them stay in a fenced in area... similar to dogs.

I don't think so. Takes away from the vanilla aspect of it. Spawning animals shouldn't be on the server.
