Sorry, but you can only place items, not caps, in your vault. Each vault is a small room which anyone could enter, but only you can open your chests and access the items inside. (Think of it like safety deposit boxes at a bank.)
 
Building at the bank has slowed down a bit due to the Creative Contest, but I expect it will pick up again soon. In the meantime, I've placed a lvl 30 enchanting table just indie the entrance for everyone's use.
